Morocco allows more gambling than most Muslim-majority countries, and channels almost all of it through the state.
Who runs what
- La Marocaine des Jeux et des Sports (MDJS) operates sports betting and sports lotteries, with proceeds directed to sport funding.
- SOREC runs horse racing and pari-mutuel betting.
- Land-based casinos operate under licence in tourist areas — Marrakech, Agadir, Tangier and Mohammedia — and, unlike Egypt, Moroccan nationals are permitted to enter.
That combination makes Morocco the most permissive North African market in practice, while keeping the profitable channels under state control.
Online is the gap
There is no licensing framework for online casinos. MDJS operates its own digital betting channel; beyond that, no online casino holds Moroccan authorisation. Offshore sites that accept Moroccan players do so without any local permission, and Moroccan card issuers frequently block gambling merchants.
We do not recommend specific offshore casinos for Morocco. There is no licensed online casino option here, and pointing readers at unlicensed sites in a jurisdiction that has not authorised them is not a recommendation we are prepared to make.
If you bet
MDJS and SOREC are the legal routes, in dirham, with a state counterparty. That is a genuinely different risk profile from an offshore casino, and for most Moroccan players it is the sensible one.
