Online casinos in Uganda — the minimum age is 25, not 18

Gambling is licensed by the Lotteries and Gaming Regulatory Board. Uganda's minimum gambling age is 25 — higher than almost anywhere else in the world — and winnings carry withholding tax.

These casinos accept players from Uganda. None of them holds a licence issued in Uganda — read what that means in casino licences explained.

Uganda has one rule that catches players out more than any other in Africa: the minimum gambling age is 25, not 18.

The age limit

The Lotteries and Gaming Act 2016 sets 25 as the legal minimum for gambling in Uganda. International casinos default to 18 in their terms because that is the global norm, which means a 21-year-old Ugandan player can open an account without any warning and still be gambling illegally under Ugandan law. The account will pass KYC. The law still applies.

If you are under 25 and in Uganda, the answer is no — regardless of what an offshore sign-up form allows.

Licensing and tax

The Lotteries and Gaming Regulatory Board licenses operators, and government policy toward the sector has been restrictive: a moratorium on new sports betting licences was imposed in 2019 and the sector has been through repeated licensing tightening since.

Winnings carry a 15% withholding tax, deducted by licensed operators at the point of payout.

Payments

MTN Mobile Money and Airtel Money handle almost all deposits with local operators. As elsewhere, international casinos do not accept them directly, and crypto is the common workaround.

Practical advice

Check your age against the Ugandan limit first, before anything else. After that, the trade-off is the standard one: licensed local operators deduct the tax and answer to a regulator; offshore casinos offer more games and no protection.
