Advertising is where African gambling regulators have moved fastest, usually ahead of the licensing frameworks themselves. The pattern follows Europe by about a decade, driven by the same concern: gambling promotion reaching people who are young, broke, or both.
Kenya
The Betting Control and Licensing Board has repeatedly intervened in advertising. A blanket suspension of gambling advertising was imposed in 2019 pending compliance review, and rules since have restricted celebrity endorsement, outdoor advertising near schools, and the use of language implying gambling is a route to income.
Operators must have advertising approved before it runs, which is a materially stricter regime than a code of conduct.
South Africa
Advertising falls under the National Gambling Act and provincial rules, with mandatory responsible gambling messaging on every advertisement — including the national counselling number. Because online casino gambling is prohibited, casino advertising is restricted in a way sports betting advertising is not, and that asymmetry shapes what South African players see.
Nigeria
The advertising position moved with the wider regulatory shift after the 2024 Supreme Court ruling. State regulators, principally in Lagos, set advertising standards, and the Advertising Regulatory Council of Nigeria applies general advertising rules to gambling content. The result is less uniform than Kenya’s.
Uganda and Tanzania
Both regulators require licensed operators to include responsible gambling messaging and both have acted on advertising placement. Uganda’s broader restrictive stance toward the sector — including the 2019 moratorium on new sports betting licences — makes it among the less permissive markets for promotion.
Common threads
Across markets that regulate advertising at all, four rules recur:
- Responsible gambling messaging is mandatory on advertisements, usually with a helpline number
- Content must not target minors — no cartoon styling, no placement in youth media, no school-adjacent outdoor sites
- No implication that gambling solves financial problems — the most consistently enforced rule, and the most consistently breached
- Odds and bonus claims must be accurate, including the wagering conditions attached
What this means for players
Advertising rules do not protect your money. They shape what you see before you deposit, which matters — a bonus advertised as “$1,500 free” that is actually a 40x-wagered match across three deposits is the kind of claim these rules exist to constrain.
When an advertisement and the terms disagree, the terms are what you agreed to. Read the terms.
What it means for affiliate sites
Sites like this one are advertising under most of these regimes, and the same rules apply: disclosure of the commercial relationship, no targeting of minors, no suggestion that gambling is a way to make money, and accurate representation of the offers.
We state our position on this on the affiliate disclosure page.
